Texas lawmakers explore needle exchange programs in Travis and Harris counties

Lawmakers are again exploring the concept of a needle exchange program in four of Texas’ major counties—Harris, Travis, Bexar and Dallas. These programs, also called syringe exchange programs or SEPs, facilitate an exchange of used needles for never-used sterile ones. Programs are designed to prevent the spread of infectious diseases, such as HIV and hepatitis B and C. Texas’ proposal by Rep. Toni Rose, D-Dallas, House Bill 3256, would call it a “disease control pilot program.”
